What makes a city great? According to Time Out, San Francisco is the greatest city in the world. I've never been there, but I have travelled a little, & if you ask me, Rome is one of the greatest cities I've been to. How many cities have suburbs that are independent countries? Not even London, NY or Toyko can boast that...
